Doug Goggin-Callahan is an attorney whose primary focus is in health care policy. He is currently the Vice President of Compliance & Regulatory Affairs at Independence Care System, a non-profit health plan serving people with physical disabilities in New York State. He is the recipient of a J.D. from Fordham Law School and a B.A. from New York University. He has served on New York State Governor Andrew Cuomo’s Medicaid Redesign Team committee on Managed Long Term Care. He is also the author of several reports on dually eligible Medicare-Medicaid beneficiaries and ways in which states could streamline eligibility for low-income program. Prior to joining Independence Care he was the Director of Education and New York State Policy Director for the Medicare Rights Center and an attorney practicing antitrust and securities law at Ropes & Gray, a Boston based law firm.
